While all non-compliant DMCA takedown notices are invalid by default, there’s a huge difference between those sent in error and others crafted for purely malicious purposes. Bogus DMCA takedown notices are nothing new, but the rise of organized groups using malicious DMCA notices as a business tool has been apparent in recent years.

Under the current DMCA legislation, US-based Internet services are expected to remove infringing links, if a copyright holder complains. Google has always maintained that the DMCA works well. Like all other online service providers, Google processes DMCA takedown notices. This happened seven billion times over the past decade.

That said, the exclusivity policy remains in place. It would make more sense for Amazon to update its KDP Select policy to exclude pirate sites from the exclusivity rule. That will do more than having them stress over book removals and pointless DMCA takedown campaigns.
